Instructions are vague with poor drawings. And the beginning of the instructions they should say \"be sure to count the hardware before beginning assembly as you may need to go to your local hardware store\". Missing one nut! Thus the \"3\" rating. Once together there is evidence of a strong rack which should function for an agreeable period of time.
